Technology stalls Minnesota's statewide mileage tax idea

Star tribune -- The idea intrigued Kathy Gillen: Pay highway taxes by the mile instead of the gallon.

So the Otsego, Minn., resident signed on for one of the nation’s largest experiments to test how a state might keep track of miles a vehicle is driven.

But the technology wasn’t quite up to the task.

“It counted twice a couple of times, and didn’t count at all a bunch of times,” Gillen recalled.

The recent experiment involving 500 drivers in the region reflects a desire by state officials to find an alternative to the gasoline tax, a highway funding powerhouse that’s likely to diminish as cars become more fuel-efficient.

The results, however, suggest that mileage fees face a long, bumpy road to becoming reality.

In rural areas farmers need to drive their tractors on the road.In many states they are not licensed. In Wisconsin a license is not required as tractors and other farm machinery are are considered 'an implement of husbandry' and therefore exempt.

Typically farmers have gasoline and diesel delivered to their farm storage tanks and I believe there is no state fuel tax. I'm in favor of this being continued as the life of a farmer isn't an easy one or predicably profitable.

I hope the highway departments of all the states don't decide to mess with this since they are digging and scratching for any way possible to make another dollar.

This was a government-sponsored test. Which means there were probably bugs thrown into it by the (corporation-paid) programmers to insure that it wouldn't work.

Get some of the mileage stuff from the Insurance Companies for their use. I'll bet they all work perfectly.

Not a fan of mileage tax, but if that's what people want here is one way to do it... Everyone needs tags on there vehicles so with yearly safety inspection record the mileage, you pay at DMV...

Another tax on the poor. The person with the million dollar motor home getting 2 mpg pays the same as the poorer person getting 40 mpg in a small car. (I measured 41 mpg in my 1985 Sentra.)

I have yet to see a functional method for assessing a per-mile tax that is not invasive.
There are just too many pitfalls to this method.
